Yes, they did talk about dogs in the GI and they appeared on artwork and in the first trailer. SO there is reason to believe animals like dogs, cats, maybe deer roaming the woods could appear in the game. Which would be awesome!

VG247.com says "Stay tuned for our massive feature on GTA 5 later today." And that was posted today. So, is new information coming or are they just going to discuss what is already know because they've already talked about the cover story in another section of their web page so why would they talk about it again, right?
