Yeah. I remember San Andreas doing that, but it wasn't consistent. Always wanted that in GTA IV. Mainly from losing a cool car because a mission requires you to use a set vehicle instead. I'd like to be able to return to the local police impound in the area that I left it and see it sitting there for retrieval. It would also be nice to have the option to either steal it back, with police heat reprecussions of course; or to pay a fee (amount depending on type of vehicle and location) for legal retrieval, no heat.

As far as the highlighted goes, IGN already stated from their interview with Dan Houser that each of the three characters will have their own cash and weapons stash -- in one of their many efforts to force you to play with all 3 characters instead of favoring one. Rockstar kind of should do another Q & A, though. So many things are left in the dark, and I know they don't want to spoil much so they can come out with a bigger bang on release, but there are (what I feel) so many admissable features that could've been released from them by now. For me it's just car customization. Is it in or is it not? After that, I'm chill.
