    This is what I'm thinking for the whole map at this point. Military base would be far east, maybe northeast corner out past Grapeseed.

    Is photoshop trying to make a low-bit image? I think that's a "mode" setting. First thing I would check with such a bad case of banding. If not that then dithering would be next to check. I know photoshop can simplfy the color palette to be HTML friendly but that would go back to the bit size as far as I know.

    Just did Twin Rocks without issue. edit: I loaded up an older save from 2010 and didn't get the initial meeting/cutscene. Maybe you do only get it once. Either that or a patch along the way frigged it. edit 2: I did twin rocks with the cutscene, passed a day and went back to try again and there was no cutscene the second time.

    The difficulty setting shouldn't affect it. The people should spawn everytime. Is there still a blip on your radar where the person is supposed to be?

    Haven't had that issue. Then again the last few times I did a hideout I didn't bother talking to the person I just ran in and shot all the bad guys. I know sometimes things take a little bit to load so if you stand there they'll eventually show up. Could be dirt/dust on the disc too.

    Slauson Super Mall in Chesterfield Square area: 99% certain that's the mile high club behind it so this building is much closer to Downtown in GTA V than real life and on the wrong side of the Coliseum.
