Grey Fox After much thought he was the best character for me, that scene where you've just got past the electric flooring and then you're greeted with a hallway of a dozen enemy soldiers bodies killed and slice up with blood everywhere shitted me up more than any game since. Solid/Naked Snake (Both equally as good, pretty much the same anyway) 1. Tommy Vercetti. Pretty much the same as most people, but that's the order i would put them. John Marston, the Dovahkiin (me!) and as far as GTA goes I'd have to preemptively say Trevor and Michael. Those 2 look to me, better than any other GTA character.
