GTA5 Pre-ordering in Europe ( Czech Republic )

Hi everyone, i´am sorry for my english, I know is not pefect....

I have some questions about pre-ordering GTA5.:

1. If I pre-order special edition of gta5 from Czech rep. will be game completle run in Czech rep.? ( I meaning regions, PAL and NTSC )

2. How it is with delivering? If the game released 9.17.2013, when will be delivered to Czech rep.? You know, I can´t wait next several days after official release....
