When you shower, change clothes, visit the doctor; it's non-sexual nudity. When a woman breastfeeds on a train, it doesn't mean she wants to fuck anyone. Non-sexual nudity can be shown in generally classified media without an issue (like a sex-ed video, or a medical show), while sexual nudity cannot (porn, stripping, teen comedies). The non-sexual context is the difference between being rated Mature or being rated Adults Only. The ESRB isn't organized the same way it was 9 years ago. They give as much of an explanation as possible so consumers - parents buying games for their children, especially - know what they're buying, and they do it to keep any incidents from happening somewhere down the line.
