As long as Roman (assumed to be dead for all after IV end) is not back. They won't put Roman back. He had the option of getting killed. They can't leave that one up for debate Unless its set before IV, but im pretty sure his backstory was that he arrived in Liberty City, although suppose he could have moved before returning.
